KHARKIV ANTICORRUPTION CENTER DIGEST: 

1. KHARKIV METRO WHICH OPERATES AT A LOSS WILL PAY ALMOST DOUBLE PRICE FOR A MECHANISM FOR METRO TRAIN DOORS

On May 19 “Harkivskiy metropoliten” municipal enterprise (Kharkiv Metro) have signed a UAH 670 thousand contract with the individual entrepreneur Yuhno Tetyana Anatoliyivna (Юхно Тетяна Анатоліївна) on the delivery of 50 ‘Metro’ type door closers. Thus, one such mechanism will cost UAH 13400 (VAT excluded). The only proposal for purchase of these mechanisms comes from ‘Cherkizovskiy zavod metrostroya’ ltd (Cherkizovskiy metro equipment plant) located in Moscow. “Cherkizovskiy zavod metrostroya” Ltd. sells ‘Metro’ type door closers at a price of RUB 16-16.2 thou. or UAH 7400-7500 apiece.

2. A CITY COUNCIL OFFICIAL AND EX-WIFE OF THE PARLAMENTARIAN ANTON HERASHCHENKO VICTORIYA MYRHORODSKA HAS CONCEALED HER BUSINESS BUT DECLARED A USD 1 MILLION LOAN 

Deputy Head of the City Council Department on Family, Youth and Sport Affairs Victoriya Hretska-Myrhorodska (ex-wife of a well-known Ukrainian Parlamentarian Anton Herashchenko) did not mention in her property declaration that as of December 31 2016 she had capital contributions to 4 private companies totalling UAH 43.7 thousand. However, Victoria Hretska-Myrhorodska has indicated that she lent to third parties USD 960 thousand.In 2016 Victoriya earned UAH 90.7 thousand, received UAH 40 thousands of alimony and UAH 12 thousands of financial aid for the birth of a child. Her current husband Stanislav Myrhorodskiy who is an advisor to Kharkiv Mayor Hennadiy Kernes has indicated that he lent to third parties UAH 2.1 millions. In 2016 Stanislav Myrhorodskiy has earned UAH 49.25 thousands.

3. SBU (SECURITY SERVICE OF UKRAINE) CASE AGAINST (AS FOR, ON)THE ILLEGAL SALE OF LAND AT THE RESERVOIR: MASSIVE CONSTRUCTION STARTED ON ARRESTED PLOTS.

Massive construction works have started on plots of land, situated at the territory of Pechenizkiy rayon. This land according to SBU information, had been sold illegally and is under arrest. In 2014-2015 certain deputies of Kharkiv oblast local councils had illegally shared and sold almost 20 hectares of state-owned land. In February 2017 at the request of the Prosecutor General’s Office of Ukraine Pechenezhsky District Court in Kyiv had seized (arrested) the plots of land in question. However on April this year DABI(State Architectural and Construction Inspectorate) website had posted information that construction operations had begun simultaneously on several plots of land registered to some unknown people.

4. A FAVOURITE CONTRACTOR OF HODA (KHARKIV OBLAST STATE ADMINISTRATION) WILL GET UAH 1,5 MILLION FOR ROOF REPAIR. IT CHARGES DOUBLE THE REGULAR PRICE FOR THIS SORT OF WORK AND HAS NO COMPETITORS

Department of Capital Construction of Kharkiv Oblast State Administration has signed UAH 1.45 million contract with “Indigo Group” ltd on a roof repair. The contractor is to overhaul the roof of the surgical department in building #1. This building is part of communal non-profit enterprise “Regional Oncology Center”. Its address is: Lisoparkivska str. 4, Kharkov. The price for the repair is UAH 1041 per square meter.This is twice as much as a market price.In Kharkiv this sort of work costs on average between 500 and 550 hryvnias per square meter. Department of capital construction of Kharkiv Oblast State Administration has signed several contracts with “Indigo Group”Ltd. on overhauls in health care facilities totalling UAH 58.46 million.

5.DEPUTY OF THE KHARKIV REGIONAL COUNCIL DID NOT DECLARE HIS BUSINESS 

 Roman Vepritskiy, Kharkiv Regional Council deputy of the “Vidrodzhennya” faction, did not mention in his 2016 tax declaration companies in which he has capital contributions. According to data from the Unified Register of Legal Entities, as of 31 December 2016 Vepritskiy was the founder of ‘Ukrayinska nezalezhna kompaniya po obslugovannyu energosistem “(“Ukrainian independent company for maintenance of power systems”) (capital contribution UAH 6,3 thousand.) and of “Capital Hall” Ltd. (UAH 75 thousand.).
